I'm Jaroslav Kling and I contribute to our work on social inclusion of vulnerable groups.


My main areas of expertise
  1. 1.  Roma inclusion – data production, evidence based policy making, preparation of strategic documents, national action plans, management and implementation of social inclusion projects
  2. 2.  Measuring and monitoring human development and social inclusion – methods of data collection, practical aspects of survey design and implementation, building relevant indicators, monitoring and evaluation framework design



My work

I am working on social inclusion of marginalized and vulnerable groups, with a particular focus on Roma. I work with UNDP country offices as well as national and regional stakeholders.

To address social inclusion, I am trying to establish a culture of evidence based decision making through the production of data, promotion of new methods of data collection, and improvement of policy makers’ understanding of monitoring and evaluation.


I also participate in the management and implementation of on-the-ground projects, mediating stakeholder dialogue and promoting human development.



Some recent achievements

2011 Led work on the preparation, implementation and analysis of the UNDP/World Bank/EC regional Roma survey, providing comparable data on socio-economic situation of marginalized Roma in 12 countries of Central and Southeastern Europe


2007-2010 Coordinated regional projects on decreasing Roma vulnerability in the Western Balkans, funded by the Swedish International Development Agency (SIDA) and implemented in Serbia, Montenegro and Kosovo (hereafter referred to in the context of UN Security Council Resolution 1244/1999).

Implemented its regional component dealing with monitoring and evaluation frameworks for the Roma inclusion national action plans.


2006 Co-author of At Risk: Roma and the Displaced in Southeast Europe and National Millennium Development Goals: A framework for action. Europe and the CIS Regional MDG Report.


2004: Before joining UNDP in 2004, I worked for one of the leading think tanks in Slovakia, specializing in regional and local development, public administration, decentralization and employment. I participated in a number of international projects and contributed to several Slovak and international publications.
